Motorcycle Passenger — the Number in Your Manual That Decides Whether You Can Carry One

Ask the internet how to carry a motorcycle passenger and you get the same page twenty times: tell them to hold on, tell them to lean with you, buy an intercom. It is written by a dealership in Wisconsin, a dealership in Missouri, an accessory shop, an insurance blog, and above all of them sits a Reddit thread from somebody about to do it for the first time. Not one of those pages contains a number you can check against your own motorcycle.

There is a number, though. It is printed in the owner’s manual of every bike sold, it is usually between 160 and 200 kilograms, and it is the total weight of you, your passenger, your luggage and anything you have bolted on. On a Yamaha XSR900 GP it is 165 kg. Two adults in full gear can exceed it before a single pannier is fitted, and almost nobody who rides two-up has ever looked it up.

So I went and read the documents instead of the tips: two owner’s manuals, the British statute and the Highway Code, two American state vehicle codes, the federal standards that decide what gets printed on your bike and on your tyres, the national crash report, and the rider training manual that most American licence tests are built on. What follows is what they say, with the quotations attached.

The short version, before the documents

  • Your motorcycle has a maximum load, stated in kilograms in the owner’s manual, and it covers rider plus passenger plus cargo plus accessories. On a Yamaha MT-07 it is 176 kg — roughly the weight of the motorcycle itself.
  • Both Yamaha manuals I checked give the same tyre pressures whether you ride alone or two-up. The universal tip to pump the rear tyre up for a passenger is not what those two books say. Yours may differ, which is exactly the point: read it.
  • Neither manual gives a suspension setting for carrying a passenger. They give you an adjuster and a range, and stop. The training manual tells you to adjust it and to look the specification up — a specification that, on these bikes, is not there.
  • The rider training manual contains one preparation step I have never seen in an article about riding two-up: re-aim your headlight, using a wall and a piece of chalk.
  • The law, everywhere I could read it, asks about hardware and posture, not about age. A proper seat, footrests, feet on the footrests, sitting astride, facing forward. In Britain it adds one rule that catches people out every year: a provisional licence holder must not carry a pillion passenger at all.
  • In Britain, if the rules are broken, the offence belongs to the rider. The statute says so explicitly.
  • In 2023, 310 of the 6,335 motorcyclists killed on American roads were passengers. Among those killed, reported helmet use was 65 percent for riders and 51 percent for passengers. The person who did not choose the ride is the one more often without a helmet.

The number that decides it: your bike’s maximum load

Open any owner’s manual at the loading section and you will find a warning and a figure. Yamaha’s MT-07 manual puts it like this:

The total weight of the operator, passenger, accessories and cargo must not exceed the maximum load limit. Operation of an overloaded vehicle could cause an accident.

And then the figure:

Maximum load: MT07 176 kg (388 lb) MT07A 173 kg (381 lb)

The two numbers are the standard model and the ABS model as the manual prints them. In the specification pages at the back, the same figure appears again with the definition spelled out — “Total weight of rider, passenger, cargo and accessories” — alongside the kerb weight:

Curb weight: MT07 179 kg (395 lb) MT07A 182 kg (401 lb)

Read those two lines together and something odd emerges. The MT-07 is allowed to carry 176 kg. The MT-07 weighs 179 kg. Its payload is, to within three kilograms, its own weight. That comparison is mine, not Yamaha’s, but the two figures come from the same book.

The XSR900 GP manual is blunter still:

Maximum load: Vehicle: 165 kg (364 lb)

The vehicle’s maximum load is the combined weight of the rider, passenger, cargo, and any accessories.

Now do the arithmetic, and let me be explicit that the body weights are examples I have chosen — I could not reach an official source for national average weights while writing this, so I am not going to pretend these are population figures. Take a rider of 85 kg and a passenger of 78 kg: 163 kg. Add two helmets, two jackets, boots and gloves — call it three kilograms each, which is not generous — and you are at 169 kg on a machine rated for 165. You have exceeded the manufacturer’s limit standing still in the driveway, with an empty tail bag and nothing in the panniers.

This is not a moral point about weight. It is a point about what that number means. The maximum load is not a comfort suggestion; it is the figure the chassis, the suspension travel, the brakes and the tyre load ratings were signed off against. Exceed it and you are outside the envelope the machine was tested in — which is precisely what the warning in the manual says.

Two consequences follow, and neither of them appears in the tips articles.

The first is that some motorcycles genuinely cannot carry two adults and luggage, whatever the pillion seat implies. A sports bike with a 165 kg allowance and two full-sized adults on board is over its limit before you pack. That does not mean the bike will fall apart on the way to lunch; it means the manufacturer will not stand behind how it behaves, and the parts most affected — suspension, brakes, tyres — are the ones you notice at the worst moment.

The second is that the number varies far more between motorcycles than people assume. Between the two Yamahas above there are eleven kilograms of difference, and they are not extreme machines. Touring bikes are rated higher; small and sporting bikes lower. The only way to know is to look, and it takes thirty seconds.

It also changes how you pack. If the plan is a weekend two-up, the luggage budget is whatever is left after two people, which on many bikes is very little — worth knowing before you start filling panniers, and worth reading alongside how I plan a multi-day trip.

Two numbers you can read without a computer

There are exactly two load figures a rider can check without special equipment, and they measure different things. Confusing them is common.

The first is the one above: the vehicle’s maximum load, in the manual. It caps everything you put on the motorcycle.

The second is moulded into the sidewall of each tyre. The federal standard that governs motorcycle tyres, FMVSS 119, requires the marking and even prescribes its wording:

(d) The maximum load rating and corresponding inflation pressure of the tire, shown as follows: … (Mark on tires rated only for single load): Max load ____kg (____lb) at ____kPa (____psi) cold.

That is the tyre’s limit at a stated pressure, not the motorcycle’s. It is normally well above what the bike is allowed to carry — which is how it should be — and it comes with the pressure attached, because a tyre’s load capacity is a function of the air inside it. A tyre run soft is a tyre with a lower real load rating, and that is the mechanism behind every warning about pressures and heavy loads.

A companion standard, FMVSS 120, applies to motorcycles as well as to heavy vehicles, and requires the machine itself to display tyre information:

S5.3.1 Tires. The size designation (not necessarily for the tires on the vehicle) and the recommended cold inflation pressure for those tires…

So on any motorcycle sold into the American market there is a label, somewhere on the frame or the swingarm, telling you the size and the recommended cold pressure. The rider training manual points at exactly this label when it talks about carrying a passenger:

Tire Pressure – Check the air pressure of both tires. Refer to the owner’s manual or the label affixed to the motorcycle for the correct inflation specifications. Though most of the added weight will typically be on the rear wheel, don’t forget to also check the pressure on the front tire.

The front tyre instruction is worth pausing on. Load a passenger and everybody thinks about the rear. The front is the tyre doing the steering and most of the braking, and it is the one nobody checks. My guide to motorcycle tyres covers how to read the rest of the sidewall.

The pressure myth, checked against two manuals

Here is where reading the documents contradicts the received wisdom.

Every article about riding two-up tells you to raise the rear tyre pressure. It sounds obviously right: more weight, more air. So I looked at what the two manufacturers’ books in front of me actually specify.

The XSR900 GP manual sets out the pressures in two explicit cases:

Cold tire air pressure: 1 person: Front: 250 kPa (2.50 kgf/cm², 36 psi) Rear: 290 kPa (2.90 kgf/cm², 42 psi) 2 persons: Front: 250 kPa (2.50 kgf/cm², 36 psi) Rear: 290 kPa (2.90 kgf/cm², 42 psi)

Read it twice. One person and two persons are listed separately, and the four numbers are identical. Yamaha has gone to the trouble of printing both rows and specifying no change at all.

The MT-07 manual does not even split the cases. Its specification page gives a single loading band:

Loading condition: MT07 0–176 kg (0–388 lb) MT07A 0–173 kg (0–381 lb)

with one set of pressures covering the whole range from an empty bike to a fully loaded one.

I want to be careful about what this does and does not prove. It proves that on these two motorcycles, the correct pressure with a passenger is the same as without, according to the people who built them. It does not prove that this is true of every motorcycle — plenty of manuals, particularly on tourers and larger machines, do print a higher two-up rear figure, and the general instruction in both Yamaha books is unambiguous that pressure is load-dependent in principle:

The tire air pressure must be adjusted in accordance with the riding speed and with the total weight of rider, passenger, cargo, and accessories approved for this model.

What it proves is that the advice to “add a few psi at the back” is a guess, and your manual has already answered the question. The two minutes it takes to look are the difference between following your manufacturer and following a forum.

The suspension: the adjuster exists, the setting does not

The rider training manual is clear that the suspension needs attention:

Suspension – With a heavy load, the riding characteristics and balance of the motorcycle will change. On some motorcycles, it will be necessary to adjust the suspension settings (spring preload, compression/damping settings, etc.) to compensate for the lowered rear of the motorcycle. Refer to the owner’s manual for adjustment procedures and specifications.

So I referred to the owner’s manual, as instructed. Here is the MT-07’s specification in full:

Spring preload setting: Minimum (soft): 1 Standard: 3 Maximum (hard): 9

And the XSR900 GP’s:

Spring preload setting: Minimum (soft): 1 click(s) in direction (a) Standard: 10 click(s) in direction (a) Maximum (hard): 24 click(s) in direction (a)

Minimum, standard, maximum. A range and a default. Neither manual contains a line saying “for two-up riding, use position X”. The training manual sends you to the owner’s manual for a specification that, on these two motorcycles, does not exist.

I am not going to fill that gap with a number of my own, because a preload setting depends on two body weights, the luggage and the bike, and anyone who gives you a universal figure is guessing. What I will say is what the documents support. You have an adjuster. Its purpose, in the training manual’s own words, is to compensate for the lowered rear of a loaded motorcycle. The standard setting is the one chosen for a solo rider. If the back of your bike sits noticeably lower with a passenger on board — and it will — the adjuster is what that is for, and turning it towards “hard” is the direction of travel. Do it before the ride, not at the first petrol station, because on most bikes it needs a spanner from the toolkit and a bike on its stand.

One practical detail from the same manual, which is the kind of thing you discover at the worst moment: on the MT-07, the storage compartment lives under the passenger seat.

The storage compartment is located under the passenger seat.

Do not exceed the load limit of 1.5 kg (3 lb) for the storage compartment.

Once a passenger is sitting on that seat, your documents, your disc lock and your spare gloves are underneath them. Move whatever you need for the day before you set off.

What the law actually asks of you

I read three vehicle codes for this article: the British statute and its Highway Code, and two American state codes. I could not reach several others — the Texas and Hawaii legislature sites were unreachable or refused the request while I was writing — so I will describe only what I read, and you should read your own.

What is striking is how similar the three are, and what they all leave out.

The British Road Traffic Act 1988, section 23, is three sentences long:

(1) Not more than one person in addition to the driver may be carried on a motor bicycle.

(2) No person in addition to the driver may be carried on a motor bicycle otherwise than sitting astride the motor cycle and on a proper seat securely fixed to the motor cycle behind the driver’s seat.

(3) If a person is carried on a motor cycle in contravention of this section, the driver of the motor cycle is guilty of an offence.

The Highway Code’s Rule 85 restates it and adds the conditions the Code itself marks as legal requirements, using its convention of capitalising MUST:

You MUST NOT carry more than one pillion passenger who MUST sit astride the machine on a proper seat. They should face forward with both feet on the footrests. You MUST NOT carry a pillion passenger unless your motorcycle is designed to do so. Provisional licence holders MUST NOT carry a pillion passenger.

California’s Vehicle Code section 27800 covers the same ground in one paragraph:

It is unlawful for a driver of a motorcycle or a motorized bicycle to carry any other person thereon, except on a seat securely fastened to the machine at the rear of the driver and provided with footrests, or in a sidecar attached to a motorcycle and designed for the purpose of carrying a passenger. Every passenger on a motorcycle or a motorized bicycle shall keep his feet on the footrests while such vehicle is in motion.

Washington’s RCW 46.61.610 says it at greater length and adds an alternative I had not seen anywhere else:

A person operating a motorcycle shall ride only upon the permanent and regular seat attached thereto, and such operator shall not carry any other person nor shall any other person ride on a motorcycle unless such motorcycle is designed to carry more than one person, in which event a passenger may ride upon the permanent and regular seat if designed for two persons, or upon another seat firmly attached to the motorcycle at the rear or side of the operator. However, the motorcycle must contain foot pegs or be equipped with an additional bucket seat and seat belt meeting standards prescribed under 49 C.F.R. Part 571 for each person such motorcycle is designed to carry.

Put side by side, the three read like variations on one paragraph:

Three legislatures, on two continents, across a century of amendments, all describing the same thing: a proper seat, somewhere to put the feet, sitting the right way round. And all three declining to say a word about how old the person on the back should be.

The rule that turns a legal rider into an illegal one

There is one line in that Highway Code rule which does more practical damage than everything else combined:

Provisional licence holders MUST NOT carry a pillion passenger.

In Britain, that means a rider on a provisional licence — the stage that follows compulsory basic training and precedes the full test — may ride the bike, may ride it on any road except a motorway, and may not take anybody with them. Not a friend for two miles. Not a partner to the shops. The Code cites the licensing regulations directly for this, alongside the Road Traffic Act.

Two things make it a trap rather than a rule. The first is that nothing on the motorcycle changes: the pillion seat is there, the footrests are there, the machine is “designed to do so” in the words of the same rule. The only thing missing is the licence status of the person at the front. The second is that section 23 puts the consequence squarely on that person — “the driver of the motor cycle is guilty of an offence” — so the passenger who suggested it walks away and the rider does not.

If you passed your test, this does not apply to you and you can forget it. If you are between compulsory basic training and the full test, this is the single most likely way you will break the law this year, and it will happen on a two-mile ride you did not think about.

Who counts as a passenger: a set of conditions, not an age

Read those three legal texts again and the absence is louder than the content. Not one of them names an age.

What they name is a set of physical conditions. Sitting astride. On a proper seat. Feet on the footrests, kept there while the vehicle is in motion. And that turns a question people ask in years into a question answered by tape measure: not “is my child old enough to ride pillion”, but “can they sit astride the seat, reach the footrests, and keep their feet on them for the whole ride”.

The American rider training manual reaches the same conclusion from the other direction, in the section on preparing your passenger:

Ensure your passenger is able to reach the passenger footrests, and is able to hold on to your waist, hips, belt, or the bike’s passenger handholds. Children should be placed immediately behind the rider. A child sitting in front of the rider will not be able to properly balance him/herself and may interfere with the rider’s control of the motorcycle.

Note what that instruction does and does not say. It does not set an age. It contemplates children as passengers and tells you where they must sit, and the reason it gives is control of the motorcycle, not sentiment. The test it applies is the same one the statutes apply: can they reach the footrests.

I should be honest about the limits of this. I read three jurisdictions and several others were unreachable while I was writing, so I cannot tell you that no state anywhere sets an age — some may, and if you are in the United States your own state code is the only authority that matters for you. What I can tell you is that in the three I did read, the criterion is physical, and that the criterion is checkable in your garage in about a minute.

The two numbers from the crash data

The federal crash report for motorcycles separates riders from passengers, which most safety writing does not. Its definition first:

passenger is a person seated on, but not operating, the motorcycle; the motorcyclist is a general term referring to either the rider or passenger.

And the counts for 2023:

There were 6,335 motorcyclists killed in motor vehicle traffic crashes – higher than the 6,251 motorcyclists killed in 2022.

Of the 6,335 motorcyclists killed in traffic crashes, 95 percent (6,025) were riders and 5 percent (310) were passengers.

Three hundred and ten people, in one year, in one country, who were not operating the motorcycle they died on. That is the number I would want in front of anybody who thinks of the pillion seat as a lift.

The second figure is the one that changed how I think about the whole subject:

Reported helmet use rates for motorcyclists killed in 2023 were 65 percent for riders and 51 percent for passengers, compared with 63 percent and 44 percent, respectively, in 2022.

Among motorcyclists killed, and on the cases where helmet use was known, roughly two riders in three were helmeted and only half of the passengers were. The gap has narrowed since 2022 — the passenger figure moved from 44 to 51 percent — but it is still there, and it points in one direction: the person with the least say in the ride is the one most often unprotected.

Some of that is law rather than choice. The same report notes that in 2023 “only 18 States, the District of Columbia, and Puerto Rico required helmet use for all motorcyclists”, while “In 29 States helmet use was required for only a subset of motorcyclists (typically motorcyclists under age 18), and 3 States (Illinois, Iowa, and New Hampshire) did not require helmet use for motorcyclists of any age.” Where the law does not require it, spare helmets are not bought, and the person without their own kit is the passenger.

That is why the report’s own advice is phrased the way it is: wear a helmet for every ride, “and ensure your passengers also use a helmet.”

Britain has no such gap in the law. Rule 83 covers both people in the same sentence:

On all journeys, the rider and pillion passenger on a motorcycle, scooter or moped MUST wear a protective helmet. This does not apply to a follower of the Sikh religion while wearing a turban.

One practical note that follows from all this, and from the way spare kit gets acquired: the spare helmet in your garage is usually the oldest one you own, kept because it was replaced rather than because it was chosen. Helmets have a working life, and the borrowed lid is the one most likely to be past it — I went through what the manufacturers and the testing bodies actually say about that. The briefing: what to say before you set off

The rider training manual’s passenger section is the most complete protocol I found anywhere, and it is free. It opens with a sentence that most articles about riding two-up would never print:

The extra weight of a passenger or cargo will affect the way your motorcycle handles, requiring extra practice, preparation and caution. For this reason, only experienced riders should attempt to carry passengers or large loads.

Then it removes the assumption everybody makes — that a passenger already understands how a motorcycle balances and behaves — and it closes the door on the obvious exception:

As a routine practice, always instruct your passenger on the basics prior to starting the trip, even if your passenger is a motorcycle rider.

Even if your passenger is a motorcycle rider. That clause is there because a rider on the back is arguably worse than a novice: they have a lifetime of instincts about where the bike should be, and none of them apply from the pillion seat.

The instructions it tells you to give are short enough to say in a car park. Getting on:

Get on the motorcycle only after you have started the engine and have the transmission in neutral. As the passenger mounts, keep both your feet on the ground and the front brake applied.

Where to sit and what to hold:

Sit as far forward as possible without hindering your control of the motorcycle.

Hold firmly onto your waist, hips, belt or passenger handholds for balance and security.

The one about feet, which contains the reason as well as the rule:

Keep both feet firmly on the footrests, even when stopped. Firm footing will prevent your passenger from falling off and pulling you off.

Falling off and pulling you off. That is the failure mode, and it happens at walking pace at a junction, not at speed.

Then the riding instructions:

Stay directly behind you and lean with you through turns and curves.

Avoid unnecessary conversation and avoid leaning or turning around. Make no sudden moves that might affect the stability of the motorcycle.

Rise slightly off the seat when crossing an obstacle.

Keep legs away from the muffler(s), chains or moving parts.

And the manual asks you to tell them when to tighten their grip: approaching bumps or uneven surfaces, starting from a stop or moving into traffic, and before a sharp turn.

The hot exhaust warning deserves a sentence of its own, because it is the injury that actually happens. It happens at a standstill, to a leg that swings the wrong way while dismounting, and to somebody who does not know the exhaust is at four hundred degrees because nobody told them.

How the bike will behave, in the manual’s own words

The training manual sets expectations without inventing numbers, which is more useful than the invented numbers you will find elsewhere:

Your motorcycle will respond differently when you ride with a passenger. The heavier your passenger, the longer it may take to speed up, slow down, or turn.

Note that it does not tell you the braking distance increases by some percentage. Nobody honest can, because it depends on the two weights, the tyres, the surface and the brakes. What it gives instead are three behavioural rules, and they are worth more than a figure:

Ride a little slower, especially when taking curves, corners, or bumps. If any part of the motorcycle scrapes the ground at lean angle, steering control can be lost.

Start slowing earlier as you approach a stop, and maintain a larger space cushion whenever slowing or stopping.

Wait for larger gaps to cross, enter, or merge in traffic.

The clause about scraping is the one riders underestimate. A loaded bike sits lower, so the ground clearance you have spent years calibrating is no longer the clearance you have. The first time a peg touches down on a roundabout you have taken a thousand times is a genuinely alarming way to learn about preload.

Everything else in that list is really the same instruction: give yourself more room and more time. It maps directly onto the habits in my defensive riding guide, except that the margins all need to be bigger. If the fundamentals are still new to you, the manual’s line about only experienced riders carrying passengers is not a formality — the basics come first.

The preparation nobody mentions: your headlight

This is the item that made me want to write this article, because in twenty pages of search results I did not see it once.

Headlight – Prior to loading, position the motorcycle about 10 feet from a wall in an unlighted garage and mark the headlight beam location on the wall with chalk. With a full load and passenger, recheck the headlight beam location. Use the adjusting screws on the headlight to lower the beam to the same height. Check your owner’s manual for adjustment procedure.

Think about what happens physically. A passenger sits behind the rear axle line, the back of the bike settles, the front rises, and the headlight — rigidly attached to that front end — points higher than it did. On a solo bike, aimed correctly, the beam lands where you need it. Loaded, it lands further away and higher, which means less light on the road immediately ahead and considerably more light in the eyes of oncoming drivers.

The fix is ten feet of garage, a piece of chalk and the adjusting screw your bike already has. It costs one evening, once, and it is the difference between a night ride two-up that works and one where you cannot see the surface and everyone flashes you.

Where RideLog fits, and where it does not

Here I declare an interest, so let me be blunt about it: I build RideLog, a motorcycle app for iPhone and Android, and carrying a passenger is one of the cases where a ride log stops being a nice diary and starts being useful.

The reason is the weight. Everything in this article that changes when you carry someone — the load, the suspension, the braking distances, the way the bike sits — also changes what the motorcycle consumes. Two-up riding uses more fuel per mile and it works the chain, the tyres and the brake pads harder than the same road solo, and chain wear in particular is measured in distance ridden, not in months. None of that is visible ride by ride. It is visible over a season, in a log.

RideLog records rides automatically from movement and GPS, without a start or a stop button, which matters here for a specific reason: the two-up rides are the ones you are least likely to log by hand, because you are busy talking to somebody. It records fuel stops and works out real consumption and cost, so a summer of riding two-up shows up as a number instead of an impression. It keeps each motorcycle’s history separately, which is the case if the pillion bike is not the bike you commute on. And the maintenance reminders hold the service dates and the recurring deadlines, which is where the chain and tyre intervals from the maintenance schedule article actually get acted on rather than remembered.

There is a privacy point too, and it is sharper with a passenger than without. A ride log with somebody else on the bike is a record of a second person’s movements as well as your own. RideLog keeps everything on the phone: no account, no cloud, no server of mine holding routes. That is a design decision, not a setting, and it means the log of where the two of you went on Sunday is not sitting in anybody’s database. It works offline, which is also the answer to logging a mountain road with no signal. When you do want to share a road, you share the route with the community deliberately, not by default.

What it does not do, and I would rather tell you than have you discover it: it is not a navigator and will not plan the ride. It does not know your local law on passengers — the statutes above and your own code do that. It cannot detect a crash or call anyone. It does not weigh your motorcycle or tell you when you are over the maximum load; that number is in your manual and the arithmetic is yours. And the distance it records is what your phone’s GPS measured, which is accurate enough to run your service intervals from, not a legal odometer reading. What I do before the first two-up ride of the year

The documents compress into a short routine. It takes about twenty minutes the first time and five minutes thereafter.

Look up the maximum load in your manual and do the arithmetic honestly, including luggage. If the answer is uncomfortable, it is better to know it in the garage.

Check both tyre pressures against the manual’s table, cold, and check the front as well as the rear. If your manual gives a two-up figure, use it. If it gives one figure for the whole loading range, that is the answer, and it is the manufacturer’s.

There is no separate passenger limit. Motorcycles have a single maximum load covering rider, passenger, cargo and accessories together, printed in the owner’s manual. On a Yamaha MT-07 it is 176 kg (388 lb) for the standard model and 173 kg (381 lb) for the ABS version; on a Yamaha XSR900 GP it is 165 kg (364 lb). Subtract your own weight and your gear from that figure and what remains is what your passenger and luggage may weigh. Two adults in full kit can exceed the limit on a sports machine before any luggage is fitted.

Do I need to change tyre pressure when riding with a passenger?
